Some changes work in the favor of publishers while some might be too early to comment on. Google\u2019s recently announced changes to Ad Manager\u2019s policies follows suit with the latter.&nbsp;<\/p>\n\n\n\n<p>Google announced an update in <a href=\"https:\/\/support.google.com\/admanager\/answer\/1628457\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">System Maximum and Limits<\/a> done to explicitly define use of specific line items types including Sponsorship, Standard, Price Priority, Network, Bulk, and House line items.&nbsp;<\/p>\n\n\n\n<p>As per Google\u2019s official update, these changes are being implemented to prevent the 1% of publishers worldwide who misuse line items. All line items come with a specific use case and publishers have been linked in the past with misusing this attribute. According to Google, publishers were previously incorrectly setting up AdExchange and AdSense line items. But Google Ad Manager will now count this as an invalid activity. If a publisher wishes to use certain line items for a case other than its specified use, a contractual agreement with Google is required for authorization.&nbsp;<\/p>\n\n\n\n<p>Here\u2019s how the use case is defined for the line item types mentioned above:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>&nbsp; Line Item Type<\/strong><\/td><td><strong> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Specific Use<\/strong><\/td><td><strong> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Example<\/strong><\/td><\/tr><tr><td>Sponsorship and Standard<\/td><td>Used for representing guaranteed demand.<\/td><td>Direct advertiser deals with a fixed price and guaranteed volume \u2014 Programmatic Guaranteed.<\/td><\/tr><tr><td>Price, Bulk, and Network<\/td><td>Used for representing non-guaranteed demand.<\/td><td>Third-party ad networks or exchanges.<\/td><\/tr><tr><td>House<\/td><td>Used for representing demand where Ad Manager account owns the product or service being advertised.<\/td><td>To promote in-house product and services &#8211; showing a banner to promote your webinar &#8211; for no or low revenue generation.<br><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2><span class=\"ez-toc-section\" id=\"A_Quick_Explanation_On_How_Line_Items_Function\"><\/span>A Quick Explanation On How Line Items Function<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As Google defines them, \u2018<em>line items capture the delivery details for your advertiser. Later, line items are also used to capture creative details. A creative is the ad that actually shows on your website or app.<\/em>\u2019&nbsp;<\/p>\n\n\n\n<p>In other words, <a href=\"https:\/\/www.adpushup.com\/blog\/line-items-dfp\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">line items<\/a> capture the specifics of a purchase request or <em>order<\/em>. These specifics include the number of times a creative will appear, how many ad units will be targeted, etc.<\/p>\n\n\n\n<p>Line items are used in <a href=\"https:\/\/www.adpushup.com\/blog\/how-to-use-google-ad-manager-with-adsense-and-ad-exchange\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Ad Manager<\/a> to determine the priority of ad serving. All line item types come with a numerical value which indicates priority. The lower the numerical value, the higher the priority a line item receives.&nbsp;<\/p>\n\n\n\n<p>Currently, Ad Manager has <strong>nine <\/strong>line items with different levels of priority. These are as follows:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Line Item Type<\/strong><\/td><td><strong>Priority<\/strong><\/td><\/tr><tr><td>Sponsorship<\/td><td>4<\/td><\/tr><tr><td>Standard<\/td><td>6,8,10<\/td><\/tr><tr><td>Ad Exchange<\/td><td>12<\/td><\/tr><tr><td>AdSense<\/td><td>12<\/td><\/tr><tr><td>Network<\/td><td>12<\/td><\/tr><tr><td>Bulk<\/td><td>12<\/td><\/tr><tr><td>Price Priority<\/td><td>12<\/td><\/tr><tr><td>House<\/td><td>16<\/td><\/tr><tr><td>Click-tracking Only<\/td><td>N\/A<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>For example, if Sponsorship line items come with a priority valued at <strong>4<\/strong> while Bulk line items have a priority set at <strong>12<\/strong>, the latter will be weighed down by Sponsorship line items. Initial confusion revolved around whether the changes in line items will negatively impact <a href=\"https:\/\/www.adpushup.com\/blog\/private-marketplace-pmp\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">private marketplace deals<\/a> booked as Sponsorship or Standard line items.&nbsp;<\/p>\n\n\n\n<p>Google was quick to clear this confusion:&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">We\u2019ve had some questions related to a minor change meant to clarify the use of line items. To be clear, the change does not impact private marketplace deals booked as Sponsorship or Standard line items.<\/p>&mdash; Google Ad Manager (@GoogleAdManager) <a href=\"https:\/\/twitter.com\/GoogleAdManager\/status\/1225545820767969282?ref_src=twsrc%5Etfw\">February 6, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Google further specified that this change will have zero impact on publishers (99%) who use line items correctly. The update will only affect the remaining 1% who are incorrectly or maliciously using AdExchange or AdSense line items.&nbsp;<\/p>\n\n\n\n<h2><span class=\"ez-toc-section\" id=\"Closing_Thoughts\"><\/span>Closing Thoughts&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The impact of this update has still not been experienced by a majority of publishers. For this reason, it\u2019s too early to comment on whether or not this works in favor of publishers. The essential question however remains in place, is control from publishers\u2019 hands slowly slipping away?<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>&#8220;The first complaint is that every Google product change takes a bit more control from publishers, limiting their flexibility in how they set up their stack.&#8221;<\/p><cite><a href=\"https:\/\/www.adexchanger.com\/publishers\/with-googles-latest-policy-change-publishers-feel-control-slipping-away\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"AdExchanger (opens in a new tab)\">AdExchanger<\/a><\/cite><\/blockquote>\n\n\n\n<p>Common opinion seems to be against Google\u2019s recent changes.
