Sure, <a href=\"https:\/\/www.adpushup.com\/blog\/google-delays-the-phasing-out-of-third-party-cookies-until-2023\/\" data-type=\"URL\" data-id=\"https:\/\/www.adpushup.com\/blog\/google-delays-the-phasing-out-of-third-party-cookies-until-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">it may take some time<\/a>, but for publishers who rely on cookie-based tracking for behavioral targeting\u2014it&#8217;s a huge shock to the system. It means discarding a mechanism that pretty much set the foundation for how personalized digital ads are delivered on the web.<\/p>\n\n\n\n<p>In <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.mediapost.com\/publications\/article\/339624\/google-publishers-lose-half-of-ad-revenue-from-co.html\" target=\"_blank\">a recent study<\/a>, Google found that, <strong>\u201cdigital publishers lose 52% of revenue on average when readers set their web browsers to block cookies.\u201d<\/strong> Google is in a unique position of being one of the largest browser vendors <em>and<\/em> advertising vendors by market share\u2014which means that <a rel=\"noreferrer noopener\" aria-label=\"blocking third-party cookies (opens in a new tab)\" href=\"https:\/\/adage.com\/article\/industry-insights\/what-digital-publishers-need-know-about-cookie-blocking\/2228046\" target=\"_blank\">blocking third-party cookies<\/a> is going to hurt Google as well. The reason Google is taking such a hard stance nevertheless, is two-fold: (1) Recent regulatory crackdown on lax online privacy standards and (2) The prospect of losing browser market share to more privacy-focussed browsers.<\/p>\n\n\n\n<h2 id=\"h-panic-on-the-sell-side\">Panic on the Sell-side<\/h2>\n\n\n\n<p>Meanwhile, the publishing community is struck with panic. &#8220;What will happen now? How will we track users? Can we survive on contextual targeting? How can we use our first-party data? Should we pivot to a subscription model?&#8221; These are some of the question running through every publisher&#8217;s mind right now.<\/p>\n\n\n\n<p>As a direct consequence, industry publications and ad tech events have been busy covering some or the other variation of <strong>&#8220;surviving the cookiepocalypse&#8221;<\/strong>. (Full disclosure: We&#8217;re doing a webinar on it too, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bigmarker.com\/adpushup\/how-to-survive-cookie-less-web\" target=\"_blank\">you can register for it here<\/a>.)<\/p>\n\n\n\n<p><strong>Many initiatives are currently underway<\/strong>, and solutions being proposed, as a way to counteract the sudden loss of cookie-based data, including <a aria-label=\"IAB's Project Rearc (opens in a new tab)\" rel=\"noreferrer noopener\" href=\"https:\/\/www.adpushup.com\/blog\/iabs-project-rearc-a-possible-solution-to-third-party-cookie-apocalypse\/\" target=\"_blank\">IAB&#8217;s Project Rearc<\/a>, <a href=\"https:\/\/www.adpushup.com\/blog\/what-is-universal-id\/\" target=\"_blank\" rel=\"noreferrer noopener\">universal<\/a><a aria-label=\"universal IDs (opens in a new tab)\" rel=\"noreferrer noopener\" href=\"https:\/\/www.adpushup.com\/blog\/what-is-universal-id-can-it-help-publishers-in-the-post-cookie-world\/\" target=\"_blank\"> IDs<\/a>, <a aria-label=\"identity resolution (opens in a new tab)\" rel=\"noreferrer noopener\" href=\"https:\/\/www.adpushup.com\/blog\/identity-resolution-definition-types-benefits-and-privacy-concerns\/\" target=\"_blank\">identity resolution<\/a>, <a href=\"https:\/\/www.admonsters.com\/what-is-email-hashing\/\">email hashing<\/a>, <a aria-label=\"contextual targeting (opens in a new tab)\" rel=\"noreferrer noopener\" href=\"https:\/\/www.adpushup.com\/blog\/types-of-ad-targeting\/\" target=\"_blank\">contextual targeting<\/a>, and many others. Only time will tell how effective these solutions are.<\/p>\n\n\n\n<p>This might make you wonder, Google lit the fuse on this entire thing\u2014what it is doing about it? <strong>Google <em>does<\/em> have a plan.<\/strong> And it&#8217;s called the Privacy Sandbox. In a <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/blog.chromium.org\/2020\/01\/building-more-private-web-path-towards.html\" target=\"_blank\">blog post about the initiative<\/a>, Justin Schuh, Director, Chrome Engineering, said:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>We are confident that with continued iteration and feedback, privacy-preserving and open-standard mechanisms like the Privacy Sandbox can sustain a healthy, ad-supported web in a way that will render third-party cookies obsolete.<\/p><\/blockquote>\n\n\n\n<p>Rendering third-party cookies obsolete is a tall claim to make for anyone right now. But if anyone can do it, it&#8217;s probably Google. So what exactly is the <em>Privacy Sandbox<\/em>?<\/p>\n\n\n\n<h2 id=\"h-understanding-the-privacy-sandbox\">Understanding the Privacy Sandbox<\/h2>\n\n\n\n<p>The underlying principle of the privacy sandbox is anonymizing user data, while still allowing advertisers to continue using behavioral targeting, without the pervasiveness associated with third-party cookies.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"786\" src=\"https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2.png\" alt=\"Google Privacy Sandbox\" class=\"wp-image-14811\" srcset=\"https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2.png 1024w, https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2-300x230.png 300w, https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2-768x590.png 768w, https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2-260x200.png 260w, https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2-87x67.png 87w, https:\/\/www.adpushup.com\/blog\/wp-content\/uploads\/2020\/03\/Google-Privacy-Sandbox-2-150x115.png 150w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Since the Privacy Sandbox project is in its infancy, no actual platform or code currently exists for advertisers to test. The platform is proposed to run on several application programming interfaces (APIs) and additional features:<\/p>\n\n\n\n<ul><li><strong>Trust tokens API:<\/strong> A alternative for CAPTCHA, the trust tokens API will be used to combat spam, fraud, and DoS attacks. Users will be required to fill out a CAPTCHA-like form once and in future instances, the anonymous trust tokens will automatically recognize the user as a real human.<\/li><li><strong>Conversion measurement API:<\/strong> This is the replacement for cookies, and will allow advertisers to know whether or not a user saw their ad, and if yes, whether they landed on a promoted page or purchased a product or service.<\/li><li><strong>Aggregated reporting API<\/strong>: This is intended to measure ad performance including total ad views and campaign reach, recognize users across the same domain, and configuring advanced features such as setting frequency caps.<\/li><li><strong>Privacy budget<\/strong>: This will restrict the amount of user data that websites can glean from Google&#8217;s APIs by giving them a &#8220;budget&#8221;. This privacy budget might also be used to limit the type of signals that websites have access to.<\/li><li><strong>Federated Learning of Cohorts (FLoC)<\/strong>: A FLoC key is a short name shared by thousands of users with similar interests, derived from their browsing history, and organized using machine learning. This will allow users to be clubbed into interest groups without revealing personally identifiable information.<\/li><li><strong>TURTLE-DOVE<\/strong>: Intended to record user browsing data from the server-side to the client-side. The idea is to restrict personal data from websites and vendors and instead allow advertisers to re-market based on interest groups.<\/li><li><strong>First-party sets<\/strong>: Intended to enable publishers operating multiple domains to identify themselves as a same first-party, this will work by defining browser policies, based on which declared names will be considered as the same site.<\/li><\/ul>\n\n\n\n<p>In addition to announcing that third-party cookies will be blocked in the future, Google also changed the default state of <a href=\"https:\/\/www.adpushup.com\/blog\/what-publishers-need-to-know-about-googles-samesite-cookie-update\/\">SameSite Cookies<\/a>, intended to separate first-party and third-party cookies. With both these changes, Google&#8217;s intention is to <strong>provide users more privacy and control<\/strong> by storing their data on the browser-level.<\/p>\n\n\n\n<p>The data that powers the Privacy Sandbox is Google&#8217;s own first-party data, gathered from Chrome users logged into a Google account. This has some people worrying about Google&#8217;s <a rel=\"noreferrer noopener\" aria-label=\"walled garden (opens in a new tab)\" href=\"https:\/\/www.adpushup.com\/blog\/walled-garden-in-adtech\/\" target=\"_blank\">walled garden<\/a> expanding to unprecedented levels, while website owners and independent ad tech vendors are hung out to dry.<\/p>\n\n\n\n<p>The good thing is that <strong>Google Privacy Sandbox is an open standard<\/strong>, which means that everyone in the industry can have a say and affect change.
