{"id":18993,"date":"2021-04-14T17:16:54","date_gmt":"2021-04-14T11:46:54","guid":{"rendered":"https:\/\/www.adpushup.com\/blog\/?p=18993"},"modified":"2022-11-10T19:36:15","modified_gmt":"2022-11-10T14:06:15","slug":"all-about-turtledove-and-sparrow-privacy-sandbox-apis","status":"publish","type":"post","link":"https:\/\/www.adpushup.com\/blog\/all-about-turtledove-and-sparrow-privacy-sandbox-apis\/","title":{"rendered":"All about TURTLEDOVE and SPARROW, Privacy Sandbox APIs","gt_translate_keys":[{"key":"rendered","format":"text"}]},"content":{"rendered":"\n<p class=\"has-background\" style=\"background-color:#d5dfff\"><em>TURTLEDOVE and SPARROW are web browser APIs in the Privacy Sandbox and aim to enhance cosumer privacy while allowing advertisers to target users.<\/em><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>TURTLEDOVE and SPARROW are two of the web browser APIs in Google\u2019s Privacy Sandbox and aim to serve as alternatives for third-party cookies.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Back in 2020, Google announced that it will be deprecating <a rel=\"noreferrer noopener\" href=\"https:\/\/www.adpushup.com\/blog\/how-to-recover-from-third-party-cookie-blocking\/\" target=\"_blank\">third-party cookies<\/a>, the time period for which has <a href=\"https:\/\/www.adpushup.com\/blog\/google-delays-the-phasing-out-of-third-party-cookies-until-2023\/\" data-type=\"URL\" data-id=\"https:\/\/www.adpushup.com\/blog\/google-delays-the-phasing-out-of-third-party-cookies-until-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">extended till late 2023<\/a>, in order to preserve the privacy of users. This news, however, was a cause for concern for publishers and advertisers, for whom cookies are a way to essentially enhance the advertising experience for users.&nbsp;<\/p>\n\n\n\n<p>(Also checkout our blog on <a href=\"https:\/\/www.adpushup.com\/blog\/web-browser-cookies-how-are-different-browsers-handling-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">Web Browser Cookies<\/a> to know how different browsers are handling them.)&nbsp;<\/p>\n\n\n\n<p>But, all this is ancient history now and publishers and advertisers have come to terms, more or less, with the situation. Moreover, Google came up with <a href=\"https:\/\/www.adpushup.com\/blog\/google-privacy-sandbox-a-look-at-the-alternative-to-third-party-cookies\/\" target=\"_blank\" rel=\"noreferrer noopener\">Privacy Sandbox<\/a> (which is a series of browser APIs) to replace third-party cookies, so things aren\u2019t as bleak as they appear.&nbsp;<\/p>\n\n\n\n<p>While nothing in the \u2018sandbox\u2019 has become a concrete solution as of now, there have been various developments in the project. The use cases of user information are varied in the ad tech industry, therefore, it\u2019s imperative that web browser APIs are eventually able to satisfy those without compromising user privacy.&nbsp;<\/p>\n\n\n\n<p>Initially, the APIs that were introduced included aggregated reporting API, trust tokens API, conversion measurement API, Federated Learning of Cohorts (FloC), privacy budget, TURTLEDOVE, and first-party sets.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-turtledove\"><span class=\"ez-toc-section\" id=\"TURTLEDOVE\"><\/span>TURTLEDOVE<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>TURTLEDOVE, the acronym for <strong>Two Uncorrelated Requests, Then Locally-Executed Decision On Victory<\/strong>, was originally proposed by Chrome in January 2020. It\u2019s meant for providing advertisers and publishers a way to <a href=\"https:\/\/www.adpushup.com\/blog\/pros-and-cons-of-running-retargeting-ads-for-publishers\/\" target=\"_blank\" rel=\"noreferrer noopener\">retarget<\/a> users without violating their privacy.&nbsp;<\/p>\n\n\n\n<p>Consider this simple example for understanding the use case of this API:<\/p>\n\n\n\n<p>You might have often seen that if you are looking to shop for shoes and browse through a particular website, you may later see advertisements for that particular website on other pages that you visit or while you\u2019re scrolling through any social media channel.&nbsp;<\/p>\n\n\n\n<p>At the present time, these ads are served by tracking the users across different websites and possibly using other user information. This is exactly what TURTLEDOVE proposes an alternate way for, a manner through which user information remains hidden from any third party.&nbsp;<\/p>\n\n\n\n<p>While currently, decisions related to auctions occur in the ad server, TURTLEDOVE proposes that auction decisions take place in the browser instead. The reason for this being that such a change might prevent any troublemakers in the industry from creating user profiles that are used to track them across sites.&nbsp;<\/p>\n\n\n\n<p>Since the user-specific information will be stored in the browser rather than with the advertiser, they will only be able to serve interest-based ads and won\u2019t be able to combine any other user information with interest. Another key privacy advance that this API provides is that the ad network that a website is using will not have access to the user&#8217;s interest.&nbsp;<\/p>\n\n\n\n<h3 id=\"h-introducing-interest-groups\"><span class=\"ez-toc-section\" id=\"Introducing_Interest_Groups\"><\/span>Introducing Interest Groups<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>The proposal submitted to <a rel=\"noreferrer noopener\" href=\"https:\/\/github.com\/WICG\/turtledove\/blob\/main\/Original-TURTLEDOVE.md#browsers-joining-interest-groups\" target=\"_blank\">Github<\/a> defines an interest group as <\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>a collection of people whom an advertiser or their ad network believes will be interested in seeing some type of ad.<\/p><\/blockquote>\n\n\n\n<p>As the user visits a website, they are supposed to interact with it in some manner. For example, they might be interested in product A on the website, so they open that page. The way a user interacts with a website then allows the site owner to classify them in one or two interest groups. These interest groups can then be used by advertisers to serve relevant ads to users of a particular interest group.&nbsp;<\/p>\n\n\n\n<p>Now, let\u2019s take a look at the key objectives of TURTLEDOVE.<\/p>\n\n\n\n<h3 id=\"h-major-objectives\"><span class=\"ez-toc-section\" id=\"Major_Objectives\"><\/span>Major Objectives<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<div class=\"schema-how-to wp-block-yoast-how-to-block\"><p class=\"schema-how-to-description\"><\/p> <ol class=\"schema-how-to-steps\"><li class=\"schema-how-to-step\" id=\"how-to-step-1668089017893\"><strong class=\"schema-how-to-step-name\">It is upon the user if they want to keep seeing ads that remind them of websites that they have previously visited. Users can avoid such ads if they wish.\u00a0<\/strong> <p class=\"schema-how-to-step-text\"><\/p> <\/li><li class=\"schema-how-to-step\" id=\"how-to-step-1668089026192\"><strong class=\"schema-how-to-step-name\">It might be confusing for users to know exactly why they are seeing ads about the websites they have been on, therefore, TURTLEDOVE aims to give a clear answer to the users about the same.\u00a0<\/strong> <p class=\"schema-how-to-step-text\"><\/p> <\/li><li class=\"schema-how-to-step\" id=\"how-to-step-1668089033343\"><strong class=\"schema-how-to-step-name\">A user can opt out of any interest group that they are part of and will stop seeing ads that are being served to that group based on retargeting.\u00a0<\/strong> <p class=\"schema-how-to-step-text\"><\/p> <\/li><li class=\"schema-how-to-step\" id=\"how-to-step-1668089040623\"><strong class=\"schema-how-to-step-name\">Advertisers will not have access to user\u2019s browsing behaviour and websites will not know if a person visiting them is part of any specific interest group.\u00a0<\/strong> <p class=\"schema-how-to-step-text\"><\/p> <\/li><\/ol><\/div>\n\n\n\n<h3 id=\"h-problems-with-turtledove\"><span class=\"ez-toc-section\" id=\"Problems_with_TURTLEDOVE\"><\/span>Problems with TURTLEDOVE<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>While in theory, this API seems to solve some key privacy-related issues, it is only the first proposal for the use case of retargeting and therefore isn\u2019t without limitations.&nbsp;<\/p>\n\n\n\n<p>One of the key issues with TURTLEDOVE is that by conducting auction decisions in the browser, a large amount of strain is being put on it.&nbsp;<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/digiday.com\/media\/wtf-what-is-dovekey\/\" target=\"_blank\">According to the ad tech company Beeswax CEO Ari Paparo<\/a>, <\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>You\u2019re now making an enormous amount of decisions on the browser \u2014 it\u2019s not clear that\u2019s an improvement of having cookies on the browser.<\/p><\/blockquote>\n\n\n\n<p>Apart from this, the proposal fails to provide a clear idea about how factors such as <a href=\"https:\/\/www.adpushup.com\/blog\/frequency-capping\/\" target=\"_blank\" rel=\"noreferrer noopener\">frequency capping<\/a>, <a href=\"https:\/\/www.adpushup.com\/blog\/10-essential-a-b-testing-best-practices-for-publishers-in-2021\/\" target=\"_blank\" rel=\"noreferrer noopener\">A\/B testing<\/a>, or <a href=\"https:\/\/www.adpushup.com\/blog\/brand-safety-101-with-rebecca-murray-head-of-commercial-product-at-cnn\/\" target=\"_blank\" rel=\"noreferrer noopener\">brand safety<\/a> would be at play.&nbsp;<\/p>\n\n\n\n<p>Enter, SPARROW!<\/p>\n\n\n\n<h2 id=\"h-sparrow\"><span class=\"ez-toc-section\" id=\"SPARROW\"><\/span>SPARROW<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>After certain drawbacks of TURTLEDOVE came into the limelight, Criteo, a French ad tech company, came up with another proposal in May- Secure Private Advertising Remotely Run On Webserver or SPARROW.&nbsp;<\/p>\n\n\n\n<p>This response to Google\u2019s proposal builds upon the same and has introduced some additional capabilities to protect users while making sure that the ad tech industry is able to function in a more controlled and transparent manner.&nbsp;<\/p>\n\n\n\n<p>A primary change in this proposal is that it suggests that auction-related decisions are taken care of by an independent party, known as the \u2018gatekeeper\u2019, as opposed to the browser, which TURTLEDOVE proposed in the first place.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-text-align-center has-background\" style=\"background-color:#fff1f5;font-size:20px\"><strong>Also Read: <a id=\"h-additional-objectives\"><span class=\"ez-toc-section\" id=\"Additional_Objectives\"><\/span>Additional Objectives<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Charles-Henri Henault, VP of Product, Ads Platform and Analytics at Criteo, told <a href=\"https:\/\/www.admonsters.com\/what-is-sparrow\/\" target=\"_blank\" rel=\"noreferrer noopener\">AdMonsters during an interview<\/a> that they see their proposal as an enhancement to TURTLEDOVE.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>In fact, SPARROW maintains many of Chrome\u2019s objectives within their own proposal.<\/p><\/blockquote>\n\n\n\n<p>Apart from the objectives that were set by Chrome\u2019s TURTLEDOVE, SPARROW introduces some more goals to improve the position of the ad tech industry and better safeguard users:<\/p>\n\n\n\n<ul><li>Advertisers have the option of gaining control of their campaign and its performance, albeit in a way that respects user privacy.&nbsp;<\/li><li>Publishers and advertisers are given more control over brand safety, ad safety, and transparency in billing.&nbsp;<\/li><li>User experience, which is becoming more and more important in the industry (see <a href=\"https:\/\/www.adpushup.com\/blog\/what-are-core-web-vitals\/\" target=\"_blank\" rel=\"noreferrer noopener\">Core Web Vitals<\/a>), is preserved, since the browser is not responsible for handling decisions related to the auction.&nbsp;<\/li><li>Lastly, SPARROW moves beyond just retargeting and supports more advertising use cases:<ol><li>Advertisers can create new interest groups by identifying intersectionality between existing, single-domain interest groups.&nbsp;<\/li><li>If the advertiser allows, an interest group can be used for branding and redirecting for related domains other than the original one.&nbsp;<\/li><\/ol><\/li><\/ul>\n\n\n\n<h3 id=\"h-but-sparrow-is-not-perfect\"><span class=\"ez-toc-section\" id=\"But_SPARROW_is_not_perfect\"><\/span>But, SPARROW is not perfect<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>While this proposal takes further the original idea of TURTLEDOVE, there are still concerns about its functionality. A major issue being with the concept of \u2018gatekeeper\u2019. A lot of parties are concerned whether a third-party can be trusted to ensure that data is kept safely or not.&nbsp;<\/p>\n\n\n\n<p>Furthermore, the lack of companies in the ad tech industry that can serve as a gatekeeper is another issue with SPARROW.&nbsp;<\/p>\n\n\n\n<p>Henault has rightly described the situation in saying that:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>It\u2019s important to note that we see SPARROW as a continuous work in progress. We designed it to help kickstart ideas in the industry and propel the industry forward. Regardless of which proposal ends up being adopted, we strongly believe the entire industry needs to work together to find a solution, one that respects the end user\u2019s privacy and gives them control or choice over their data.<\/p><\/blockquote>\n\n\n\n<h2 id=\"h-what-s-next\"><span class=\"ez-toc-section\" id=\"Whats_Next\"><\/span>What\u2019s Next?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Since both TURTLEDOVE and SPARROW have some drawbacks, other proposals have been submitted by different parties in the industry that build further on the original ideas. These are, DOVEKEY, PARROT, TERN, and FLEDGE.&nbsp;<\/p>\n\n\n\n<p>At the present time, it\u2019s hard to say whether the latest version of the TURTLEDOVE family, FLEDGE, will be the perfect solution or not, as it is still in the experimental phase. But, it can be said with certainty that with each proposal developments are being made for this API.&nbsp;<\/p>\n\n\n\n<p>We will discuss the other proposals broadly in our upcoming blogs.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-faqs\"><span class=\"ez-toc-section\" id=\"FAQs\"><\/span>FAQs<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<div class=\"schema-faq wp-block-yoast-faq-block\"><div class=\"schema-faq-section\" id=\"faq-question-1668089129820\"><strong class=\"schema-faq-question\">1. What is Google\u2019s Privacy Sandbox?<\/strong> <p class=\"schema-faq-answer\">The Privacy Sandbox aims to pave the way for publishers and advertisers to target users and measure campaigns, while making sure that user privacy is protected.\u00a0<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1668089144302\"><strong class=\"schema-faq-question\">2.
